-- Candidly wrote in his private notes: "That the population or increase of slaves in Virginia exceeded their calls for their services," and thus a prohibition of the slave trade "would be a monopoly" in Virginia's "favor." Under such conditions "Virginia etc would make their own terms for such [slaves] as they might sell."49 The "etc" no doubt included McHenry's own state of Maryland.
